The nation's top intelligence adviser says small and disparate groups of terrorists and individuals radicalized over the Internet will present major challenges to the U.S. intelligence community in the years ahead.

National Intelligence Director Dennis Blair says he is confident U.S. spy agencies can detect and prevent a Sept. 11-style attack. But, he adds, stopping smaller, more piecemeal attacks will be tougher.

Blair spoke Wednesday to reporters at the DNI headquarters in northern Virginia.

His comments come as the intelligence community and other government agencies contend with criticism in the wake of the Christmas Day airliner attack. A Nigerian man has been accused of trying to blow up a Detroit-bound plane.
