As a senator, Rand Paul won't have the chance to be on the House select committee looking into the Benghazi attack, but he has an opinion on whether former Secretary of State Hillary Clinton should be subpoenaed.

"Absolutely," the Kentucky Republican said Monday on Fox News Channel's "Hannity."

Story continues below video.

Paul told guest host Eric Bolling that it is important to find out who was responsible and who was in charge the night of Sept. 11, 2012, when the U.S. diplomatic compound in Benghazi, Libya, was attacked. Ambassador Chris Stevens and three other Americans were killed in the attack.

Paul, who is expected to seek the Republican nomination for president in 2016, had harsh words for Clinton, the Democratic frontrunner for 2016.

Among Clinton's mistakes, Paul said, was having the Benghazi facility under State Department control in the middle of a civil war.

"I would have had it under military command," he said.

Paul also noted that repeated requests for more security were turned down by Clinton's State Department.

"Someone needs to ultimately accept responsibility for this," he told Bolling.

Republicans have tried without success to find out where President Barack Obama was the night of the attack. The administration has not said where the president was except that he was somewhere in the White House.

If Obama was not in charge, Paul questioned whether Hillary Clinton was, and wondered whether it was she who gave the order for military personnel not to go into Benghazi to attempt a rescue.

House Oversight Chairman Darrell Issa has publically wondered the same thing, but fellow Republican Rep. Buck McKeon, chairman of the House Armed Services Committee, rebutted that assertion.
