The Obama administration is preparing protocol that would dictate indefinite detention without trial for some detainees at Guantanamo Bay, Cuba, according to The Washington Post. However, the Post quotes U.S. officials as saying, those detainees and their lawyers would be allowed to challenge the rationale of continued detention in the U.S. military prison.

Guantanamo Bay, Cuba, detainees, terrorismPresident Barack Obama and his administration long have held that such extended detention, preferably at a facility within the United States, would be a pivotal element in following through on his campaign promise to close Guantanamo. Almost 50 of the 174 detainees still at the facility would be subject to the extended detention, the Post reported.

"We have a plan to close Guantanamo, and this detainee review process is one element," the post quoted an administration official as saying, on the condition of anonymity because the plan has yet to reach the president.
