President Barack Obama is setting up a "straw man" so he can look like a "man of peace" when he said he would not send American troops to the Ukraine, claims Lt. Col. Ralph Peters.

The president's statement was odd, Peters said, since no one was suggesting military involvement.

"Nobody has ever suggested sending U.S. troops to defend Ukraine. That's a total straw man setup, so he can present himself as a man of peace," Peters, a retired Army lieutenant colonel, told Fox News' "America's Newsroom" Thursday.

In an interview Wednesday, Obama said the U.S. military would not get involved in Ukraine, and stressed "might doesn't make right." Peters said that argument might hold weight in an ethics class, but it proved successful for Russian President Vladimir Putin.

"In the real world, might just got Putin Crimea. And it's going to get him more if he's not deterred," Peters said.

The president's claim that Putin "acted out of weakness, not out of strength" with his aggression into Crimea caused Peters to wonder, "What planet is the president on?"

"Obviously, Putin feels he's in the position of strength. And the West has not been able to mount a significant reaction of any kind, let alone militarily," he said.

Peters called it "playpen Zen" for Obama to justify the tepid White House response to the events in Ukraine. He said the president's position seemed to say, "By doing nothing, I'm doing everything."

The United States should respond with a more proactive approach, Peters argued, because "the danger is growing by the day." He suggested hitting Putin "where it hurts" with "severe, hard-hitting economic sanctions."

"The longer Putin gets to run without any deterrence of any kind, the higher the bill is going to be for the world," Peters said.
