Sending arms and weaponry to Ukraine is the "unspeakably obvious" response to Russia's presence there, columnist Charles Krauthammer said Tuesday on Fox News' "Special Report."

"What [Putin] understands is he has nothing to fear from the United States," Krauthammer told host Bret Baier.

The Russian leader's actions have shown contempt for "Obama, the community organizer,' Krauthammer opined, and the United States needs to step up and show some muscle.

"You immediately fly in major supplies of light weaponry and defensive weaponry, anti- tank, anti-aircraft, so you begin to arm the Ukrainians."

Secondly, the United States needs to "reassure" Ukraine's neighbors, Krauthammer said.

"You don't do it with a trip here or there by a [Vice President Joe] Biden or the secretary of defense. What you do is you forward deploy NATO troops into places like the Baltics or to Poland," he said.

Though there was an agreement at the end of the Cold War not to do that because it might provoke the Russians, Krauthammer said that Russia broke that understanding and "now we're going to have NATO troops on your frontier."

"That's a way to send a message that means something and not just hot air," he said.
