An unprecedented "shadow campaign" to elect Hillary Clinton to the White House is underway — even though the former secretary of state has yet to say she is a candidate, NPR reported.

Ready for Hillary, a super PAC run by Hillary Clinton loyalist Adam Parkhomenko, is selling branded paraphernalia for a campaign yet to be declared from a high-rise office in the Washington, D.C., suburb of Rosslyn, Va.

"Bumper stickers, magnets, and then we have everything from T-shirts, we have baby onesies that we're almost out of now," Parkhomenko told NPR.

The PAC is focusing on grass-roots organizing, holding fundraisers with rock bottom admissions and selling the memorabilia for minimal prices.

Last week in Boston, around 100 young professionals paid $20.16, a riff on 2016, to attend a Ready for Hillary event. Far more important than the small amount it raised was the
"data collected," because it will be used for future organizing, Parkhomenko said.

Former President Bill Clinton’s White House deputy chief of staff, Harold Ickes, who is an adviser to the super PAC, said that in the year since it started, it has raised over $4 million — mostly from small donors — and has accumulated over 2 million names of would-be supporters.

"We have their email addresses, and their Twitter handles, and the hashtags, and all that that goes along with it. It's quite amazing," he told NPR. A second PAC, Priorities USA, will be a vehicle for big-money donors if she runs.

The Daily Beast reported that anti-Hillary groups also are organizing. America Rising, a GOP super PAC launched by Mitt Romney’s former campaign manager, Matt Rhoades, has set up a "Stop Hillary 2016" arm. The Hillary Project also has been registered. A spokesman for the group, Tyler Harber, said it will be "targeting traditional and nontraditional media."
