WASHINGTON — Republican Herman Cain says he opposes abortion even in cases of rape, incest or when the life of the mother is at stake.

Cain's comments on "Face the Nation" on CBS today were at odds with previous statements in which he said he favored some exceptions to an abortion ban.

Cain says he's "pro-life from conception, period."

Asked whether that includes instances of rape, incest and life of the mother, Cain said, "Correct. That's my position."

In a 1998 interview with Nation's Restaurant News, the former pizza executive described himself as "pro-life with exceptions, and people want you to be all or nothing."

He muddied the waters by telling CNN recently that the government should not tell women what to do in cases of rape and incest.

Cain also insisted that he has not modified his 9-9-9 tax plan in the wake of criticism that it places undue burdens on the poor.

"Face the Nation" host Bob Schieffer pushed Cain on what the candidate has been describing as a 9-0-9 plan for the poor.

“It was already in the analysis,” Cain said. “It was just that people who were trying to attack it didn’t read the entire analysis.”

Cain also rebutted criticism of his 9 percent national sales tax, insisting that “the cost of goods will actually go down” because his plan removes invisible taxes now embedded in prices.

“We have some more educating of the public,” Cain said.

Cain also said on the show that his "connection to the people" is why he's pulled ahead in some polls.

A new Iowa Poll from the Des Moines Register shows Cain leading with 23 percent support, while early front-runner Mitt Romney is at 22 percent.

Cain was asked whether Romney, who is making his second run for the GOP presidential nomination, was disappointing the party.

Cain said he doesn't think that is the case. Cain said he thinks Republicans "are genuinely enthused about what I'm saying and how I'm saying it."
