Responsibility, transparency, and sweeping reform: All were promised by President Obama but are being delivered by Gov. Andrew Cuomo. Of all the places you'd look for transformative change, Albany would have been the last. Until now.

When Obama ran for office, he promised the nation he would usher in a new era of the politics of hope. Instead, New York's new chief executive, a fellow Democrat, is outshining him. And in the process, Cuomo is making the president look bad.

But the question of image notwithstanding, why is Cuomo delivering the very change that Obama promised?
